1. During peacetime, the United States Coast Guard operates within the Department of Transportation rather than the Department of Defense. Upon declaration of war or order of the president, the Coast Guard falls under the Department of the Navy. The ranks of the U.S. Coast Guard are identical to those of the U.S. Navy.
2. There are no living five-star commissioned officers.
3. Senior enlisted advisers. There is only one for each branch of service.
